To all organizations concerned,
Approved by the competent authorities, the 21st Conference on International Exchange of Professionals (CIEP 2023) is scheduled to be held on April 15-16, 2023 in Shenzhen, China. The relevant matters are hereby announced as follows.
I. Time and Venue
(I) Time: April 15-16, 2023 (registration and exhibition arrangement on April 13-14, 2023).
(II) Venue: Exhibition Hall 1-6, conference rooms on 5/F and 6/F, Shenzhen Convention and Exhibition Center, as well as conference rooms of Wuzhou Guest House.
II. Contents
CIEP 2023 will carry forward the online and offline integrated convention and exhibition mode. Offline CIEP 2023 will present five sections, namely, opening ceremony, forums, exhibition and negotiations, talent recruitment and theme activities. The long-standing online CIEP will focus on virtual exhibition hall, forum conferences, project matchmaking, online recruitment and other online services. CIEP is always committed to developing into a three-dimensional exhibition and convention system, diversifying the exhibition and convention functions in an all-round way, advancing mutually-beneficial and win-win bilateral and multilateral international scientific and technological innovation cooperation and exchanges of professionals in an open environment, constantly making global scientific and technological innovation resources and factors conglomerate, improving the efficiency and level of services in shaping up a new development pattern, and propelling the local and national high-quality economic and social development.
III. Convention and Exhibition Participation

Overall Working Plan for the 21st Conference on International Exchange of Professionals
On April 15-16, 2023, the 21st Conference on International Exchange of Professionals (CIEP 2023) is scheduled to be held in Shenzhen, China. Year 2023 is an important year for China to embark on a new journey to build a modern socialist country in an all-round way and march towards the second Centenary Goal (developingChina into a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious by the centenary of the PRC). Year 2023 is not only the first year to thoroughly follow the keynote of the 20th National Congress of the CPC, but also a crucial year for quickening the pace for the reform of China’s scientific and technological system. Overall Working Plan for the 21st Conference on International Exchange of Professionals is hereby formulated to ensure a complete success of the first CIEP following the 20th National Congress of the CPC.
I. Guiding Ideology
Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, it is necessary to thoroughly follow the keynotes of the 20th National Congress of the CPC, the Central Economic Work Conference and the Central Talent Work Conference, stand firm to the new stage of development, apply the new philosophy of development, and foster a new pattern of development. With “Four Orientations” in mind, it is necessary to accelerate the construction of world-class human resources center and innovation powerhouse, and contribute to self-reliance and self-improvement in the sphere of science and technology. CIEP 2023 will insist on the theme of “Pursuing Common Development and Benefiting Worldwide Professionals in the Drive to Scientific and Technological Innovation”, unswervingly follow the principle of running the conference frugally and honestly, stay true to internationalization, specialization, low carbon, IT application and marketization, expand opening-up and cooperation in the sphere of science and technology, enhance innovation leadership, hard power, driving force, supporting force and source power, create a favorable niche for professionals to make innovations, build attractive international platform for scientific and technological innovation and platform for exchange of professionals, underpin the transactions for science, technology and popular science products, support transfer and commercialization of technologies and achievements, and constantly give full play to the holistic effects of synergistic integration and mutual promotion of industry chain, innovation chain, human resources chain and value chain. It is expected to work with all parties to share the “Chinese Opportunities” from scientific and technological progress and innovative development, and move towards an open innovation ecosystem and even a Community with a Shared Future for Mankind at a faster pace.

(I) Offline CIEP 2023

2. Forums
With the aim of emerging as “podium” and “mouthpiece” with discourse power in the field of international scientific and technological innovation cooperation and international personnel exchange, CIEP 2023 intends to shape up an architecture of forums with Main Forum of Shenzhen Forum as the core, coupled with the concurrent sub-forums, parallel forums and special conferences of Shenzhen Forum.
In the context of advancing mutually-beneficial and win-win bilateral and multilateral international scientific and technological innovation cooperation and exchanges of professionals in an open environment, Main Forum of Shenzhen Forum will focus on such major topics as strengthening national strategic scientific and technological strength, building world-class human resources center and innovation powerhouse, enhancing technological innovation capacity of enterprises, stimulating the vitality of personnel innovation and improving technological innovation systems and mechanisms. Relevant leaders, foreign experts, top-notch scientists and well-known entrepreneurs will be invited to attend and carry out discussions and exchanges.
With insights into key fields of economic and social development, the concurrent sub-forums, parallel forums and special conferences of Shenzhen Forum will attach importance to key tasks and hotspots in fields of scientific and technological cooperation, personnel exchanges, green and low-carbon development, rural revitalization, science and technology finance, integration of innovation chain and industry chain and research on disruptive technologies. In form of thematic forums, workshops and exchange meetings, governmental officials, experts, scholars and professionals will be invited to issue policies, introduce the environment, exchange ideas, promote concepts and share experience.
3. Exhibition and Negotiations
In echo with the supply-side structural reform, CIEP 2023 will probe into the construction of an innovation ecological chain steeped in “basic research, technology breakthrough, achievement industrialization, science and technology finance and talents cornerstone”. By setting up exhibition areas with different themes and functions, launch Open Competition and holding various promotion and exchange events on site, CIEP 2023 will not only demonstrate vigorous advancements and important achievements in the field of international scientific and technological innovation cooperation and international exchange of professionals on multiple dimensions, but also push forward cooperation, exchange and transaction of professionals, projects, technologies, products and services among the domestic and foreign exhibitors. On the basis of convention and exhibition integration and mutual promotion, it is expected to constantly making global scientific and technological innovation resources and factors conglomerate, and improve the efficiency and level of services in shaping up a new development pattern.
4. Talent Recruitment
CIEP 2023 will give full play to the resource advantages of the platform, and cooperate with high-quality human resource service agencies. Through recruitment sessions for foreign professionals, overseas returnees, “Elite World” Recruitment for Senior and Middle-level Talents and “Smart Globe” Recruitment, as well as high-level professionals recruitments in some provinces and cities, CIEP 2023 will provide recruitment services for overseas top-notch professionals, foreign professionals, foreign students and young scientists in China, overseas returnees and domestic professionals, in an effort to meet the eager demands of two-way choice between employers and job hunters.
5. Theme Activities
Oriented to major issues, hot issues and industrial development needs of local and national economic and social development, CIEP 2023 will focus on basic and applied scientific research, makes full use of both domestic and foreign markets and resources by regularly and accurately holding branded events (such as panel sessions, Tour of Overseas Professionals in China, Science and Technology Diplomats’Service Action and Innovation and Entrepreneurship Competition), and contribute to high-quality economic and social development.
(II) Online CIEP 2023
1. Virtual Exhibition Hall
With reference to the offline exhibition contents, CIEP 2023 will adopt the multimedia display with pictures, texts, audios and videos, and build a street-view virtual exhibition hall with the help of 3D and other information technologies. Domestic and foreign exhibitors will be invited for online exhibition, intensively showcase the progress and outcomes in international scientific and technological innovation cooperation and international exchange of professionals, expound on policies, environments and resources, and share knowledge and experience.
2. Project Matchmaking
With EXPERTS ONLINE (EO System) as the platform, CIEP 2023 will release the detailed information on scientific and technological innovation projects and professionals supply and demands of domestic and foreign institutions of higher learning, research institutions, human resources institutions, scientific and technological innovation enterprises, overseas expert organizations and professional institutions. Centering on key fields and pillar industries of economic and social development, Open Competition will be organized and launched. By leveraging service such functions as live roadshow and featured display, all-round, intelligent and accurate matchmaking services will be available for suppliers and demanders.
3. Online Recruitment
With the official website as the platform, recruitment channels will be given for overseas top-notch professionals, foreign professionals, foreign students and young scientists in China, overseas returnees and domestic professionals. CIEP 2023 will give full play to the advantages of the platform, cooperate with professional human resources service agencies, and provide pragmatic, efficient and accurate recruitment services tailored to the detailed needs of employers.
V. Preparations
(I) According to the overall arrangement of Ministry of Science and Technology (State Administration of Foreign Experts Affairs) and Shenzhen Municipal People’s Government, Shenzhen Center for International Exchange of Personnel will be responsible for the organization and implementation of CIEP 2023. II. Main Contents
(I) Shenzhen Forum
Shenzhen Forum, the kernel of CIEP System, will focus on such major topics as strengthening national strategic scientific and technological strength, building world-class human resources center and innovation powerhouse, enhancing technological innovation capacity of enterprises, stimulating the vitality of personnel innovation and improving technological innovation systems and mechanisms. Relevant leaders, foreign experts, top-notch scientists and well-known entrepreneurs will be invited to attend and carry out discussions and exchanges.
During CIEP 2023, “Shenzhen Forum: Global Sci-Tech Innovation Cities” will be held. Leaders of Ministry of Science and Technology will be invited to deliver keynote speeches. Leaders (heads) of the World Intellectual Property Organization, Beijing, Shanghai, Guangdong-Hong Kong-Macao Greater Bay Area and the worldwide major innovation city agglomerations will make thematic presentations. (II) Parallel Forums (Professional Forums)
Parallel forums (professional forums) will focus on key tasks and hotspots in the fields of scientific and technological cooperation, personnel exchanges, internationalized environment construction, green and low-carbon development, rural revitalization, science and technology finance, integration of innovation chain and industry chain and research on disruptive technologies. Guests from government organs, academic circle and industrial circle will be invited to discuss and exchange views.
During CIEP 2023, branded forums with international influence will be continuously held, such as the 3rd Forum on Scientific and Technological Innovation Underpinning Rural Revitalization and the 10th International Forum on Project Management. At the same time, top scientists at home and abroad will be invited to attend relevant forums under the principle of “debating over national strategies and international non-sensitive topics”. The worldwide young and middle-aged researchers will be encouraged to attend relevant forums on professional topics. (III) Special Conferences
Special conferences will probe into the key points and difficulties in scientific and technological innovation and personnel work. Science and technology authorities, professional associations, societies and social forces will be invited. Policy release conferences, seminars and symposiums of related fields will be held, and relevant professionals will be invited to carry out discussions.
During CIEP 2023, policy release mechanism will be set up. Significant local and national policy documents and research reports on scientific and technological innovation, personnel exchanges and construction of open innovation ecosystem will be released during CIEP 2023. Relevant personnel from Ministry of Science and Technology and local science and technology departments (committees and bureaus), who will gather in Shenzhen, will be invited to attend policy seminars, thereby providing references for policy enforcement. In conjunction with policy release, policy exchange meetings, information sessions and symposiums will be held simultaneously. (I) Proposal Submission
In case of interest in holding the forums or conferences during CIEP 2023, the intended hosts and organizers are required to contact Beijing Working Group or Shenzhen Working Group of the Organizing Committee before March 10, and submit proposals and relevant documents.

Hosts and organizers of the forums or conferences are required to contact Shenzhen Working Group of the Organizing Committee to confirm the venue before March 10, and pay relevant fees as required.

1. Exhibition Area of Ministry of Science and Technology
Under the theme of “forging ahead with solid steps in the new era and building China into a science and technology powerhouse”, an exhibition of scientific and technological innovations in the past ten years (2012-2022) will be held. The exhibition will showcase the decade-long great achievements and major results of the scientific and technological innovations in China by exhibition elements including photos, material objects and models. (Hosted by relevant departments, bureaus and centers of Ministry of Science and Technology, supported by departments, committees and bureaus of science and technology in provinces, autonomous regions, municipalities directly under the Central Government, cities separately listed in the national plan and sub-provincial cities and organized by Service Center of Ministry of Science and Technology)
2. Exhibition Area of Coordinated Regional Development
Aimed to take full advantage of both domestic and foreign markets and resources and make regional development more coordinated, it is necessary to promote coordinated development of Beijing-Tianjin-Hebei region, the integration of the Yangtze River Delta, the development of the Yangtze River Economic Belt, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, the construction of Chengdu-Chongqing Economic Circle and the construction of Pilot Demonstration Area of Socialism with Chinese Characteristics, constantly push forward the Development of China’s Western Region to form a new pattern, make new breakthroughs in the revitalization of the Northeast China, accelerate the rise of China’s Central Region, and encourage China’s Eastern Region to quicken the pace for modernization. In view of the development situations of major talent centers and innovation hubs in Beijing, Shanghai, Guangdong-Hong Kong-Macao Greater Bay Area, Wuhan and other places, explorations are made for “3+N” high-caliber talent centers and platforms for attracting and gathering talents. Efforts are made to create new growth poles.
This exhibition area is set up to cover governmental authorities and enterprises. Among them, the exhibition area of governmental authorities will focus on relevant policies, platforms, services and other contents of the construction of international innovation ecosystem. In the exhibition area of enterprises, ten local representative enterprises will be selected and invited by provinces, autonomous regions and municipalities to present their technologies, achievements and outcomes and carry out on-site displays and transactions. In this way, the exhibition area is intended to comprehensively demonstrate the local industrial development progress and the brilliant achievements of key enterprises, attract talents, gain ground in exchanges and cooperation, and promote the integration of exhibitions and negotiations. Recruitment booth can be established, if possible, thereby offering a platform for enterprises to recruit talents at home and abroad.

3. Exhibition Area of Leadership and Support of Enterprises for Innovation
—Exhibition Section of Scientific and Technological Innovation Achievements of Central Enterprises. This section is dedicated to centering on the industrial chain, laying out the innovation chain, allocating the talent chain and giving full play to the leading and supporting role of large-sized enterprises. Central enterprises will be invited to hold exhibitions and attend conferences to showcase the scientific and technological innovation achievements and outcomes, announce project demand lists, give calls for talents, carry out cooperation, exchanges and product sales, and promote the integration and innovation of large, small and medium-sized enterprises throughout the upstream and downstream parts of industrial chain. —Exhibition and Transaction Section of Innovation and Entrepreneurship Achievements. This section is dedicated to strengthening the dominant position of enterprises in innovation, fully arousing the enthusiasm of enterprises for innovation and facilitating various innovation factors to converge in enterprises. “Specialized, fined, peculiar and innovative” technology enterprises, innovation-driven medium, small and micro-sized enterprises, as well as startup enterprises and individuals, and holders (teams) of winning projects in China (Shenzhen) Innovation & Entrepreneurship International Competition will be invited to participate in the exhibition, promote scientific and technological innovation achievements and startup projects, boost the implementation of deliverable projects, and conduct on-site product transactions. This will help science and technology enterprises and innovation-driven medium, small and micro-sized enterprises grow into important cradles of innovation. 4. Exhibition Area of International Environment Construction
—Exhibition and Promotion Section of Overseas Professional Institutions. This section is dedicated to improving the interaction efficiency of domestic and foreign circulations and achieving mutual benefit and all-win results. Under the principle of diversifying participant countries, consolidating the existing channels and expanding the new channels, foreign experts, institutions of higher learning, research institutions, human resources institutions, training institutions and enterprises will be invited to hold exhibitions and launch promotion campaigns. This will contribute to practical engagement between domestic and foreign suppliers and demanders, and establish a double circulation of opening-up and cooperation. Every intended exhibitor must log in the official website (www.ciep.gov.cn), click “To Be an Exhibitor”, fill in the basic information to become a registered user, log in the exhibitor backend with registered username and password, and conduct the subsequent exhibition participation operations.
(II) Application for a Booth
The intended exhibitor shall log in the exhibitor backend with the registered username and password, click “Apply for Exhibition”, fill in the relevant exhibition materials as required, and submit the booth application upon confirmation.
(III) Confirmation for a Booth
After the Organizing Committee confirms the application information, the intended exhibitor is advised to sign a booth confirmation agreement (affixed with the official seal), send such agreement to Shenzhen Center for International Exchange of Personnel, and pay the relevant fees without delay.

Oriented to local and national development priorities and industrial needs, under the principle of precision, pragmatism and improvement of success rate, CIEP 2023 will jointly make clear the specific fields and themes with the partners, push the demand information collected by the cooperators of CIEP to foreign expert organizations and other overseas cooperation channels for matching, and then screen those projects with high matching degree. Entities shall also fill in Supply and Demand Information Collection Form of CIEP (“collection form”, with downloading weblink on www.ciep.gov.cn) on a regular basis, and send to the designated email address of CIEP within the corresponding period.
(II) Activation of System User Account
The Organizing Committee will import the information of collection forms into EO System. Then EO System will generate user accounts, and the Organizing Committee will send user accounts back to the email addresses filled in by entities, and select and mark key projects and professionals within the scope of “Demanders”. Entities shall promptly activate their user accounts on EO System and continuously utilize system resources for the convenience of project matchmaking and cooperation.
(III) Description of Special Requests without Delay
For all kinds of key projects and professionals, which are not advised for public release but really call for services of CIEP, it is necessary to clearly indicate them in collection forms, and separately collect and send them to the designated email address of CIEP.
